The owners of those blocks, who are responsible for paying for the work, in accordance with what is expressed in the contract, have refused to pay Mr. Ortega the value of the sewer built. The Council commission that studied this matter, limited its report to indicating the amount of the sum that in the Budget of current expenses and in subsequent additional credits has been allocated to the Council for public works of the Municipality and ends the report by proposing that the memorial of the Mr. Ortega to the Board of Public Works to make the requested payment.
