Resumen
The image contains news about the bill that proposes reforms to the Constitution of the Republic of Colombia. In terms of civil rights and social guarantees, the protection against deprivation of liberty without a written court order and the prohibition of arrests for civil debts stand out. In addition, the retroactivity of sentences is limited, even in conflict contexts. In relation to relations between church and state, the incompatibility of the priestly ministry with public positions of command or civil jurisdiction is established. In the legislative field, provisions on the operation of Congress are detailed, including the frequency of ordinary sessions and the specific powers of said institution. The project also contemplates reforms in the powers of the Senate, as well as provisions related to the election of the President of the Republic and the administration of justice. Likewise, regulations are established on the army and militias, suffrage, departmental and municipal administration, and financial and fiscal control provisions. News published in El Repertorio Colombiano. March 1898.
