The image contains news about the Reform Bill for the Public Instruction Code in the State of Cundinamarca. This project establishes that all corporations and public officials, except the Governor and his Secretaries, must comply with the orders and rulings issued by the Council of Public Instruction. The Council has the power to impose fines on those who do not comply with its provisions. In addition, powers are granted to conduct exams for opponents of the normal school and primary schools. Provisions are established for the allocation of funds for schools and certain chapters of the Public Instruction Code are repealed. However, the project has been returned to the legislature due to objections over the creation of a new branch with extraordinary powers. News published in Gaceta de Cundinamarca. July 21, 1860.
