The image contains a news story about the situation of beggars in Bogotá, mentioning that many years ago such a large number of dirty and ragged beggars were not seen walking the streets, bothering passersby and affecting public health with their bad odors. Furthermore, he points out that these people spend the night in the squares and doorways of warehouses and houses, showing a city without police, dirty and inhospitable. It is suggested that the authorities should take effective measures to prohibit beggars from begging for alms and proposes that readers use their influence to request prompt action to prevent these evils.
