| dc.description | La imagen contiene una noticia acerca de la Ley 85 de 1892 que grava el consumo del tabaco. Decreta: Art. 1.° Establecerse como renta nacional el derecho que se reserva la República de vender tabaco, en cualquiera forma para el consumo dentro del país. El Gobierno puede reservarse, si lo juzgare conveniente, el derecho de importar y fabricar cigarrillos. Art. 2.° La producción y exportación del tabaco son libres, y por lo mismo no se gravarán con impuesto de ninguna clase. El Gobierno reglamentará esta disposición de manera que sea efectiva y eficaz para que todo el que quiera producir ó exportar tabaco pueda hacerlo sin más trabas que las indispensables para que la franquicia aquí contenida no dé lugar a contrabando en la renta establecida por esta ley. | dc.description.abstract | The image contains news about Law 85 of 1892 that taxes tobacco consumption. Decrees: Art. 1. The right that the Republic reserves to sell tobacco, in any form for consumption within the country, is established as national income. The Government may reserve, if it deems appropriate, the right to import and manufacture cigarettes. Art. 2. The production and export of tobacco are free, and therefore will not be taxed with any kind. The Government will regulate this provision in a way that is effective and efficient so that anyone who wants to produce or export tobacco can do so without any obstacles other than those essential so that the exemption contained herein does not give rise to smuggling in the income established by this law.
