Dado que el Presidente del Estado se encuentra incapacitado para continuar en sus funciones, el decreto establece que Jesús Jiménez, como primer designado, asume el Poder Ejecutivo. El decreto también nombra a Francisco Useche como Secretario de Gobierno encargado del despacho de Hacienda. En su alocución, Jesús Jiménez expresa su compromiso de mantener el orden público, asegurar la administración regular del Estado y garantizar los derechos de los ciudadanos bajo la Constitución y las leyes. Since the President of the State is unable to continue in his duties, the decree establishes that Jesús Jiménez, as the first appointee, assumes the Executive Power. The decree also names Francisco Useche as Secretary of Government in charge of the Treasury office. In his speech, Jesús Jiménez expresses his commitment to maintaining public order, ensuring the regular administration of the State and guaranteeing the rights of citizens under the Constitution and the laws.
