Abstract

The image contains news about the work carried out by Cenon Padilla in a municipality, because thanks to him, all the beggars were collected and placed under the "shelter house", where their needs would be met and they would be educated to be able to enter a work, also highlights the donation that an Archbishop made to the shelter house to finance its operation. On the other hand, he mentions that Padilla, together with his partner Fernando Párraga, seek to transform the shelter house into a first-hand workshop. His plan includes the manufacture of cigarettes and straw hats, avoiding the export of raw materials and generating employment for beggars, prisoners and people in extreme poverty.
