The image contains news about the Circular of July 17, 1843, issued by the Secretariat of the Interior and Foreign Relations of the Republic of New Granada, which requests data for a new territorial division. The circular highlights the administrative difficulties under the current territorial organization, which prevent adequate execution of laws and attention to local interests.
