Abstract
Colombia 's history is marked by various events, which because of ideological and political differences has sparked a war for over 60 years so far not come to an end. Because of this dynamic of violence have increased and in turn armed confrontation. For this reason the need to achieve peace agreements has led governments to try different approaches with guerrillas and paramilitaries to end a long period of war through negotiations that could allow initial target groups: achieve peace. One of the areas was held in Caracas and later in Tlaxcala , between 1991 and 1992 between the government led by President Cesar Gaviria and the CGSB , this negotiating process was in the midst of fighting, a reason that did not have a positive ending .
