Abstract
The lack of road infrastructure in Colombia for the use of the nation's own resources and free trade agreements with other nations makes it vital to promote the improvement of this infrastructure with the sole purpose of obtaining economic benefits that as a nation could be better use, which is why is now seeing the award of contracts by the state for the studies and construction of the main roads that are interconnected in the country.
Within the road infrastructure projects there have been inconsistencies in studies of land damage since it is generally established that whoever is in charge of the concession is under its responsibility to study and obtain the properties that are affected, which do not being intervened efficiently make this process present among other problems, delays in its execution and acquisition.
In the development of these projects, one of the greatest obstacles and risks are found in the land sector, since it is generally established that whoever is in charge of the concession is in charge of the study and obtaining of the lands that are affected by this project, causing with it risk and delays in the execution of the same.
Among the problems identified is that Colombia needs to ensure the development of road infrastructure oriented to foreign trade, the regional interconnectivity of large cities and economic growth. To do this, it must correct the deficiencies of the scheme of road concessions, among others, road concessions have not built the backbone of a modern and competitive ground network; many concessions are small, of local scope and have no strategic weight. suitable operators in the bidding phase and without purchased land, deficiencies widely identified in previous works. In general, the concessionaires are not financial operators but construction firms that make patrimonial contributions very low; the problem here is that the logic of business for builders is to make works and that of financiers is to promote the growth of capital. While construction firms only finance works with tolls and future public funds, financial operators inject fresh equity capital as well as debt
The manual proposed in this project will be the basis of studies at the farm level to ensure the acquisition of real values in the acquisition, management and compensation of road infrastructure works in the country.
These studies have as a starting point the obtaining of inputs such as: cadastral, cartographic, topographic and market studies information and then based on these obtain the definition of parameters and performance goals in the building component that allow to propose and define the obligations of the concessionaire during the execution of the works.
The present document constitutes the methodological description for the obtainment of a Technical Manual that allows the development of Building Studies that are part of the Integral Structuring of road infrastructure in the Country, in Phase II.
With the execution of the Integral Structuration, the technical arguments are obtained that allow the objective determination of the property valuation in all its aspects (environmental, social, property and risk), thus defining the allocation of responsibilities and risks in modernization of the road corridors.
Particularly noteworthy in this document are the details of the specific work methodology of the Land Studies, a general schedule of the

activities to be carried out, technical specification of the work, organization of resources and indications of the discipline to be developed.
The project has three stages of development, the first phase "evaluation", consists of the evaluation of human resources, technological; which will allow a pre-diagnosis, analysis, planning, estimation of physical and human resources and listing of the necessary information, in order to obtain the first validations and factors of determination and decision with respect to the land study to be carried out.
The second "execution" phase consists in the definition, delimitation and determination of homogeneous physical, geo-economic and market values.
The last phase of this project is called "approval", in this phase all previous studies on the area of study and impact of the project are approved and the "Manual for Predial Studies in Road Infrastructure Projects in Phase II" is approved.
