Abstract
The National Spectrum Agency (ANE), in its mission to plan, attribute, monitor and control the electromagnetic spectrum with efficiency and timeliness criteria, as well as the urgent search for new bands to deploy mobile services in Colombia, together with other countries from the region identified the frequency range between 614 to 698 MHz, known as the "600 MHz band", for possible use by IMT at the World Radiocommunication Conference 2015 (WRC-15), organized by the International Telecommunication Union (ITU), which will allow the provision of high-quality mobile broadband services and broad coverage. Bearing in mind that the plans for the allocation of new bands of the radio spectrum are made differently in each country, it is clear that the most critical cases of compatibility and coexistence of systems will be presented at the borders. The current "Binational Agreement signed for the allocation and use of radio frequencies for the operation of sound broadcasting stations and open VHF and UHF television" between Colombia and Ecuador of 2015 marks the current state of the band at the border. Now that Colombia has allocated the 614-698 MHz band for IMT services, while Ecuador keeps it allocated for television broadcasting, various interference scenarios will be presented. With the purpose of carrying out activities that allow to review the studies that Colombia will carry out related to the compatibility and sharing of the 600 MHz band in the border area, between the broadcasting services of television (analogue and digital) and IMT, in order To define an agreement for the use of the spectrum in the 600 MHz band, the binational commitment No. 10 is signed, which states "Establish a cooperation framework for the effective coordination of the use of the 600 MHz band in the border areas" . To carry this out, the ANE proposes to develop the tasks related to the cooperation framework in agreement with the District University. Each chapter represents each of the tasks carried out, in chapter 1 the revision is carried out at the international level of the use for IMT and compatibility with television broadcasting in the 600 MHz band, with emphasis on Region 2 defined by the In Chapter 2, the definition of technical parameters is made for both ISDB-Tb and NTSC and for LTE, for the realization of simulations and measurements, consequently, in chapter 3 based on documentation of the ANE regarding processes It executes a development of measurement procedures, finally, in chapter 4 and 5 a study of the propagation models in the band is made, for the specific conditions of the border areas and evaluation of the potential impact of interference levels visualizing the response to possible scenarios.
