Within the procedures that exist in the entity will find the “procedure for application and legalization of commission order” This management is currently carried out manually with file supports in Excel, which are filled out by the officials of the different areas involved throughout the process. This project proposes to formulate a strategy that optimizes the procedure in such a way that it allows an adequate administration and management of the commissions of both the participants and the resources allocated for the same and then ensure that the entity has better control and access to information on commissions to consider historical information in planning the next period. Among these advances, it is worth highlighting the interoperability models that are being adopted by several Latin American countries. These models seek to create interconnectivity networks which allow the exchange of information between different public and private entities in these countries. In Colombia it is important to mention that the respective regulation of these networks has been initiated from the legal instances, as described in the law 2015 of 2020, whose objective consists of the creation of the interoperability of the electronic medical record (IHCE), for all the entities of the health sector. This law seeks to take advantage of these information networks by creating a new model for the exchange of medical information by each inhabitant of the national territory. Within this framework of information exchange, it is necessary to establish a standard language of communication. Therefore, ontological engineering provides essential elements in the formality of terms, concepts and knowledge, giving way to formal and explicit objectivity under the context of a common and unified integration model of communication between the different information systems of the actors in the health sector. Therefore the information must be distributed so that other people can find it and use it effectively in processes that add value to EPS. ISO 27001 describes how to manage the assurance, confidentiality and integration of data and information that is processed in information systems; the definition of the norm as “Information security management system” allows to carry out a risk assessment and from there, establish controls to mitigate or possibly eliminate them. This problem allows us to initially consider the possibility of designing software that provides an alternative digital channel based on new technologies that allow greater efficiency in the adoption process to generate and guarantee more opportunities for children to be adopted. For this reason to build this opportunity through the design of an efficient channel, a prototype of software is designed whose architecture is multiplatform, since it provides greater accessibility and availability to the reach of more people and families, within the framework of globalization that allows this technology, complemented with Big Data models and digital marketing through suggestions to families or people interested in adopting, anywhere in the world. Additionally other features of this software is to bring people motivated to complement their family and therefore adopt a child, in acquiring an experience with greater benefits from the digital world, through the most relevant technological tools such as chat messages, calls, videos or social networks, with high availability, integrity, security and making use of artificial intelligence to provide operational support, forging a positive impact on our society. As a result, the digital transformation of the process could provide solutions to the 11,000 children according to ICBF figures as of January 16, 2018, facilitating the adoption process to interested families and streamlining the methodology currently used by the agencies. This compendium of concepts is used as the focus of this research, because the purpose of this project consisted of reviewing this framework and according to this, design a guide of good practices for the service operation of the Oficina Asesora de Sistemas of the Universidad Distrital “Francisco José de Caldas”, considering that currently presents weaknesses around the use and appropriation of the procedures framed in this aspect. Throughout this work, are presented the principles, practices and concepts of ITIL, related to the service operation management. Maturity in any organization is built through an evolution in its methodologies to manage the quality of its processes, thus improving the quality of the organization, which in the MSMEs industry can be seen as a complicated process since this type of organizations by They are generally poorly structured and in most cases they do not have qualified or certified personnel or the necessary resources (capital and infrastructure) to implement these maturity models. At the start of a new project, the Consultants (SAP experts) engage with the client in a series of activities; activities organized in phases, where there is a need to handle a large amount of documentation, administration and allocation of resources and consulting hours; but this process currently has some shortcomings; such as the lack of organization of documents, the use of documents in physical format, when they can be organized digitally, the impossibility of following up on a project due to the lack of deliveries the absence of clear channels and communication between the consultant and the client, or the lack of ease of generating reports on the current status of ongoing projects. Therefore, the design of a Platform Prototype is proposed, which allows monitoring and facilitating the organization of all deliveries in a SAP Business One implementation project. The results of this research will make it possible to define a model adjusted to the needs of the area for the efficient management of information with an emphasis on generating innovative proposals that reflect a competitive state and appropriate management of associated knowledge in the area.
