Análisis de la Participación Ciudadana en Defensa del Páramo de Cruz Verde Frente a la Acción Minera entre los Años 2011 y 2016

Abstract

This research addresses how that has developed defense Páramo de Cruz Verde, mainly through citizen participation and pointing from the research exercise to strengthen them, specifically in the Vereda de Agua Dulce, where national company SAS COSARGO mining exploration activities carried out and is waiting for the completion of actions operating with consequent environmental impacts on the ecosystem and social conditions in the population. The purpose of this paper has two axes, one of them is through this particular case of mining activity, analyze and reflect on the ways being implemented in the country a model of development with a strong extractive component for several governments and remains part of the political and economic project that has been imposed in the country, showing even be infringing the law as Case C-035 of 2016 of the Constitutional Court shows, and the basis of citizen participation and local territorial autonomy, making clear that the environment, participation of citizens in the territories or collective and autonomous building a sustainable local development wants are being threatened by the way, possibly illegitimate and illegal by the market and the national government have sought to impose a certain model of development and economic activity in particular. Moreover, on a more practical and concrete level, an analysis of the actions and recommending strategies and actions taken to defend the Páramo de Cruz Verde develops, and what role it has played participation in such actions, while parallel is they develop and jointly developing ways and / or tools for citizen participation, optimizing the quality and quantity, to increase awareness and use of those provided to citizens constitutional mechanisms, as well as the assessment of their territory and their way of life.
