The present work is about this phenomenon, and suggest searching for a balance of its characteristics, flows and territorialities to mitigate it. At first, the deruralization at the urban-rural edge between 2010 and 2020 is analized taking into account sociocultural, ecological-environmental, political-ideological and technical-economic dimensions. This analysis is done in order to prioritize the most significant characteristics of the desruralization and to know how those characteristics affect the territory development. Later, the interdimensional analysis is made. The previous work will allow us to confirm that Quiba desruralization implies territorial dispossession, uprooting, ecosystem deterioration and fragmentation, and weakening of the agency capacity of the inhabitants; those problems have grown due to a partial plannig focused on tecnnical economic projects. In a short term, the rural component of the border will desapear if no measure is taken soon. Finally, a interdimensional alternative is proposed to mitigate the desruralization. In accordance with the above, and based on the changes that these communities may have, there is a need to try to establish criteria that allow us to measure how communities perceive changes in the quality of environmental life, and to segregate in some way all the problems that may arise. to have the communities where these projects are implemented. From the results obtained it was possible to determine that the Gualí Tres Esquinas wetland is currently subsumed in an imminent deterioration of its translated landscape, in the contamination of its waters and the soil, due to the humanization of the ecosystem by external agents; Likewise, the environmental planning instruments formulated according to the study period analyzed do not have an articulation in terms of vision and objectives, as well as the institutional framework; Which shows the lack of interinstitutional coordination between the municipalities of Funza, Mosquera and Tenjo that have jurisdiction over their territory, in contrast to the CAR which, as regional environmental authority, has joined efforts, which although important have not been sufficient and require the support of the municipal government; For its part, the population is aware of the environmental deterioration in which the Gualí Tres Esquinas wetland is located in some of its zones, part of this deterioration is considered the responsibility of the municipal government, since it does not include strategies for Solid and liquid waste management; As well as the lack of initiatives that involve the participation of the community settled in the Wetland. This is why the main challenges facing the process of environmental management under construction for the Gualí Tres Esquinas Wetland depend on all stakeholders; The administrative, business, industrial, urban community, rural community; Because it is together, with a sense of ownership and belonging that can be achieved to sustainable local development.Ítem Análisis de la gestión institucional del turismo de naturaleza en la Provincia del TequendamaPérez Cruz, Laura Michele; Pimiento Portilla, Luisa Ximena; Rodríguez Prieto, Ana Marina; Espinosa García, HelmutThe exponential growth of tourism activities worldwide in recent decades has positioned the sector as one of the main tools of local development, this implies that progress must be made in the review of the processes that regulate these activities and more when aspects are involved as the use of natural spaces, as is the case with nature tourism. Therefore, this research proposal constitutes a fundamental element in the analysis of the regulatory behaviors of nature tourism in five municipalities of the Tequendama Province: Cachipay, El Colegio, La Mesa, San Antonio del Tequendama and Viotá. Initially, the nature tourism practices developed were established, identifying the tourist points of interest, the sector offer and the tour operators and providers present in the area. Subsequently, the management actions carried out by the national, regional and local institutional actors were consolidated into an analysis matrix, which allowed to trace the operability, the links and the limitations of the management of nature tourism in the study area, starting from which a map of relationships that conceptualizes the institutional context through which nature tourism management is conceived in the Province was constructed. Finally, the institutional performance of nature tourism management in the study area was evaluated, through the triangulation of the information collected in the matrix of institutional actions, the relationship map and the 12 GSTC criteria of the category “Demonstrate effective sustainable management” based on 26 evaluation indicators, as the baseline to determine if an organization bases sustainable practices. In parallel, the institutional performance was quantitatively rated using the scoring method, considering the cumulative effects of the activities carried out at the national, regional and local administrative levels that influence each municipality. Through a focus group exercise and direct interviews with the community, the research attempts to explain the dynamics of these socio-environmental conflicts that have taken place in this rural area of Cundinamarca. This document contributes to the understanding of the phenomenon of socio-environmental conflicts in the department, especially in giving visibility to a situation that does not exist for many people, including those who live in the Quente and Querenté trails, and see the present transformations around the present water resource . Durante varias décadas la acción antrópica ha desencadenado una serie de sucesos que traen consigo impactos negativos sobre el entorno cuya consecuencia global es el cambio climático que tiende a incrementarse, con efectos catastróficos en ciertos escenarios. La serie de sucesos climáticos extremos en Colombia ha ocasionado daños en los sectores productivos, uno de los más afectados ha sido el agropecuario a nivel económico, social, ecológico y tecnológico. El uso excesivo de agroquímicos, tecnologías obsoletas y proliferación de plagas, repercuten en el bajo rendimiento y productividad de los cultivos, alteración de los ecosistemas y baja rentabilidad económica. El sector rural de la localidad de Usme se caracteriza por su producción agropecuaria la cual no es ajena a los efectos del clima, puesto que éste ha traído consigo problemas ambientales, económicos y sociales. Para afrontar esta problemática, las instituciones pertinentes y la comunidad, han formulado e implementado propuestas y medidas espontáneas y poco estructuradas en adaptación frente al cambio climático, sin embargo, de continuar las tendencias climáticas actuales, la zona rural de Usme tendría que adaptarse a variables ambientales y económicas especificas y disponer de medidas planificadas en adaptación al cambio climático a fin de reducir los riesgos de afectación. En el desarrollo del presente proyecto se recopiló, consolidó y analizó información primaria y secundaria tanto a nivel institucional como de la población dedicada total o parcialmente a la producción agropecuaria en zonas rurales, a fin de identificar las propuestas y medidas formuladas e implementadas, generando un análisis crítico de las mismas, tendiente a verificar la adaptabilidad del sector agropecuario de Usme frente a la influencia del cambio climático y se recomendó la implementación de una estrategia de adaptación a variables ambientales (Temperatura y precipitación) y económicas (Costos y áreas cultivables), es decir, un plan general de acción para abordar los impactos de los cambios climáticos, incluyendo variabilidad y extremos climáticos. For this purpose, a mixed methodology was implemented in order to identify the structure of the conflict in which the regulatory-institutional and land axis are the main generators of environmental, cultural and social conflicts, showing a connection with the main problems seen in the region such as poverty, violence, deforestation, burning, illegal crops and extensive ranching. Therefore, a prospective analysis was carried out which led to both determine a current vision and to predict scenarios as a result of maintaining the same actions and of designing alternatives to solve these issues as a means to reduce or eliminate the ongoing conflict.
